Rebecca earned her undergraduate degree in Psychology with an emphasis in Child Development from San Francisco State University.
She attended law school at John F. Kennedy University between 2012-2015 where she participated in, and holds certificates from, the Children, Families, and the Law program, and the College of Neutrals Mediator’s program.
During her time in law school, Rebecca was a member of the Law Students Association, and received multiple Witkin Awards as a result of earning the highest grades in her class for various subjects. Rebecca graduated at the top of her class with honors.
After her law school graduation, Rebecca passed the Bar Exam on her first attempt and was admitted to the California State Bar in November of 2015. Rebecca has practiced Family law, Probate (including guardianships), and Estate Planning since she began her legal career in 2015 and has gained substantial legal knowledge in these areas. Rebecca started her career with Scramstad Law, P.C., as an intern in 2013, working on all phases of family law matters, including custody, support, division of assets and domestic violence. Rebecca has also become experienced in working on Probate Guardianships, Probates of the Estate, and Estate Planning.
Ms. Van Brusselen has been recognized by Super Lawyers and has received the distinction of “Rising Star” for the past two years, a distinguished award, given only to the top 2.5% of attorneys in California. Ms. Van Brusselen is also an active member of the Contra Costa County Bar Association.
In addition to her litigation experience in the Contra Costa, Solano, and Alameda County Courts, Ms. Van Brusselen has been trained in mediation skills by the Congress of Neutrals under the California Dispute Resolutions Program of 1986, and is an experienced negotiator having settled countless marital dissolution matters which include child custody, support and complex property division. Ms. Van Brusselen is also experienced in drafting prenuptial and postnuptial agreements, durable powers of attorney, and other relevant estate planning documents, customized to the unique needs of her clients.
Ms. Van Brusselen will open Van Brusselen Law, P.C. located at 2855 Mitchell Drive in Walnut Creek, California on January 1, 2022, with the full support and continued mentorship of Barbara E. Scramstad. Ms. Van Brusselen provides outstanding legal services to our clients, and Ms. Scramstad has every confidence in her to continue the excellent standard of practice that we have always strived to achieve for our clients.

Barbara E. Scramstad was admitted to the California Bar in 1992. Prior to obtaining her law degree, Ms. Scramstad earned bachelor’s degrees in both French and Political Science from California State University, now Cal State East Bay, spending a year abroad in Aix-en-Provence, France. In May 1992, she graduated from McGeorge School of Law in Sacramento.
Ms. Scramstad is a Certified Family Law Specialist, certified by the California State Bar Board of Legal Specialization. An experienced attorney, Ms. Scramstad has practiced law for nearly thirty years. She is a member of the Contra Costa County and Alameda County Bar Associations, as well as the Trusts & Estates and Family Law Sections of the State Bar. Ms. Scramstad regularly accepts appointments by the court to act as Minor’s Counsel, representing children, primarily in family law cases. Ms. Scramstad has lectured on issues of dissolution, domestic violence, and child custody. In addition to family law matters, she handles trusts & estate matters, including drafting estate plans, trust administration, guardianships, and probate litigation.
Always community conscious, Ms. Scramstad has been a volunteer staff member of the Leukemia & Lymphoma Society’s Team in Training program since 2003. As a member of Team in Training’s S.F. Bay Area Walk Team, she has completed numerous marathons and half marathons, while raising funds benefitting those persons and their families who are battling blood cancers.
